Probably for a vibratory deck or conveyor. Running things like root veg across a mesh deck helps knock any soil off.

I once bought a gadget that incorporated a slightly eccentric ball race. Used originally for checking spirit level sensitivity. I mainly bought it for the very nice Mercer dial gauge that was part of it.
