My local council website has just directed me here:

      https://www.aboutcookies.org/cookie-faq

I’ve linked it for convenient reference.

A very good explanation of cookie’s and their function, however, being a somewhat sceptical individual I will continue to reject all but the essential ones for any site I visit.

It is a good idea to regularly clear out cookies using your browser settings. If you visit a website again you will have the opportunity to accept or decline.

Unfortunately they are a necessary evil.

There are also privacy manager plugins available, at least for Firefox. You know, the one browser that’s actually on your side? I use Privacy Badger but I’m sure there are others as well.
