With that sort of setup I'd cut in one pass. Like Neil says, anything else just wears out the cutter, and wastes time. I've cut 5DP gears in cast iron:

And 6DP gears in steel (EN8):

Both done in one pass. The most important factor is feedrate, the cutter needs to cut, not rub.
