      got a meat grinder but want some coarser/finer plates for it.

      what material would be best to make them from?

      the plate with as some rust on it so assuming not stainless.

          Gauge plate, I would think.

          Note: the ones I have seen appear to have been individually surface-ground on some sort of rotary table. [so they might prove quite tricky to make]

              I've sharpened plates by lapping on a flat diamond plate, so if you just make a plate from gauge plate and lap it it may well work fine. I dodn't get the impression it was very hard.
