High temperature soft solder flux

I am trying to soft solder brass to stainless steel with a high temperature plumbers solder. The problem is that it will not take to the stainless steel, I have took the oxide off the stainless so its clean,but I am using paste flux, the stuff for low temperature solder. Bakers fluid No 3 I have been informed is not the flux to use, any suggestions on this please

May depend on your specific solder but something like Stayclean Stainless flux should do the job, or carrs brown lable

During the great copper tube shortage late 70s early 80s we used stainless tube. We had to use an acid flux to solder up the brass and copper fittings. I guess you should be able to pick up a pot at a good heatingplumbers merchants.
