That is in fact a Baker valve gear assembly. It is kind of a cousin to the Walschaerts gear, although very different in the construction. One big advantage is that there is no sliding die block and link, and another is that the gear can be made so that it can be unbolted off the locomotive and replaced quite quickly. If you do a google search on "Baker Valve gear" you will find quite a lot of useful information about the gear, including a Wikipedia entry and some animations. It is an excellent gear so provided it is about the right size you could probably adapt it.
