Tee-slot sizes

How are tee-slots on milling machines sized ? Is it the width of the slot on top or the wider width on the bottom ?

Based on the throat size, the top narrow slot, this is a sized location slot. The lower slot has a wider tolerance. Bolt sizes are one size small than the throat size.
