That sounds abit weak to me, but all that means is it will take longer. I'm assuming you used easy-flo flux? It can supposedly be removed just by boiling. I use phosphonic acid descaler which is available as a descaler and it shifts flux like nobodies business.
I would have thought you could leave your boiler in citric acid of that strength almost indefinitely.
You can also try warming it up – at school we were told the rule of thumb that chemical reactions go twice as fast for a 10-degree rise in temperature.
