I'm new to all this and could do with some advice in laymans terms, I'm trying to make an indexing plate that is 160mm in diameter and I need to put 360 1mm holes on the first outer index, is there some sort of formula to work out if they will all fit without the holes overlapping and breaking in to each other

Yes, but there's not enough information to be able to use it. One needs to know the diameter on which the holes are placed, not the outside diameter of the plate.

In practical terms no the holes won't break into each other, but the gap between them won't be large ~0.4mm.

Say your ring of holes will be 150mm dia.

Multiply the dia by Pi which is 3.142 then deduct your number of holes x their dia

so

150 x 3.142 less 360 x 1

471 -360 = 111

so you have 111mm to spare giving approx 0.3mm between holes, I would use a stub length split point drill so it does not wander and is self starting

The diameter on which the holes will be placed is 156.5mm

In which case you'll have ~0.366mm between holes.

If you want more space between holes you could make a plate with two rows of holes(say 5 mm apart), with 180 holes in each row with the holes staggered.
