Is there a good rule on the max depth of cut that can be used for slot milling?

Is that the same for end milling?

Is 1/3 of the cutter diameter correct?

Typically 1/2 x diameter for slot drills 1/4 D for end mills but a lot depends on the rigidity of your mill. For light hobby mills perhaps half that.

Depending on material and set-up I start at cutter diameter as max depth of cut for a slot using a 2 flute cutter.

And what is the reason for this limitation is it the strength of the cutter or the removal of swarf?

If it is swarf can you cut through a material to a greater depth than you can cut a slot in it?
