Means exactly what it says.

The axis of the vertical spindle when mounted on the machine via the (correctly adjusted) overarm dovetail was 0.001" to the right of the horizontal spindle axis when the machine was made (or when it was re-built). Exactly what the variation is now will depend on how much and where wear has taken place.

When you think about it its clearly quite difficult to make these "Deckel style" machines so that the vertical spindle axis is exactly co-incident with the horizontal one. Close or pretty darn close being much more likely unless extre measures are taken. Given that there is an offset its nice to know how much. That said I have difficulty thinking of any job where you'd define the axis setting off one spindle and expect it to transfer directly to the other one without intermediate verification. These were after all sophisticated toolroom machines intended for very accurate work requiring great flexibility in the angle at which the cutter approaches the work so lots of checking before cutting would be normal procedure.
