I used to work at home as a modelmaker and used air staple guns all day long so also did not want to annoy the neighbours.
I had a smallish compressor on wheels and I fitted out a wooden box in the corner of my workshop and lined it with thick loft insulation. The on/ off button was on the top so I fitted a short piece of wooden rod through the top of the box so I could switch it on & off each day. It worked perfectly.
With the front cover screwed on it was almost silent, just a faint rumbling noise when it topped up.
I used that for 22 years, occasionally opening up the box and draining the water out from under the tank and still to this day it will work if I need it.
