What speed would I run a boring head if I was boring a 1" Dia. hole in brass

I assume it's less than if I was turning or drilling as the offset of the tool would cause an imbalance and strain on bearings at high speed.

Aim for your usual turning speed but adjust to keep the mill from bouncing off the table. A lot will depend on your boring head and which of the holes you have the tool in as to how out of balance it will be on any particular diameter.

I sometimes add a bit of bar to the horizontal hole to act as a counterbalance when using the outer vertical hole but just watch out as you won't see the spinning bit of bar.

Most of the time the speed will be limited by the vibration caused by the eccentric weight of the boring head. Select the largest (diameter) boring tool. That limits the offset you need in the head. Maybe use a bar that takes HSS bits. Adjust the stickout of the bit to keep the bar pretty much on the center of rotation. That will allow you to run at higher speeds. You may even be able achieve recommended cutting speeds without the machine jumping across the shop.
