Chris, it looks like a jacot tool, used to polish watch pivots. It seems slighly different to the normal form which is more symmetrical. Google to find many examples.

Thank you Bill and Roy, I googled jacot tool and found a few examples, all of which seemed a lot more elaborate than the one I have.

You have a set or pair of 'watchmaker's turns', either a well made homemade or modern commercial version hence less elaborate than traditional ones. Like this. note the recessed base for holding in vice.

A jacot tool is a fixture used in a set of turns for pivot polishing but sometimes used as a term for the whole, especially in continental practice. The little pulley often comes in sets of multiple sizes.
