What are these punches intended for

I have been given a quantity of small punches and I am wondering what they are for. I tried punching steel but it did not leave much of a mark. They work well on aluminium. Are they for hallmarking precious metals?20191007_142233.jpg

We used them in school metalwork lessons to decorate ornamental copperwork - serviette rings, ash trays and the like. That was in 1961 when schools had metalwork shops and could afford to buy metal...
