the smaller sizes have the HSS Flash Butt Welded to the softer shank and the larger (usually morse tapere shank) are Friction Welded.
It's also possible that some manufacturers may have Induction Hardened part of the HSS blank, to achieve the same result.
Searching for Flash Butt Welding, Butt Flash Welding, Friction Welding and Induction Hardening will bring up plenty of information on the processes for you.

Looks like the typical damage caused when a Hacksaw is used (with a stationary chuck), to cut off parts held in the chuck.
Other than that it looks fine and would not affect the accuracy.

18mm Ball Nose cutters with a 16mm shank, are available **LINK**
Because of the small machine you are using, I suggest roughing out with smaller cutters first, leaving only a minimum of material to be removed in a clean up pass.
